How to do certified payroll with Gusto

Updated October 2026

Gusto runs payroll and taxes well, but as of October 2026 it does not natively produce certified payroll reports such as the federal WH-347 or state upload files (source). Contractors on prevailing wage jobs usually export their payroll and build the report separately. Here's a workflow that holds up.

1. Export the payroll from Gusto

Run a payroll report for the pay period that covers the work week, with gross pay, each deduction, and net pay per employee. Save it as CSV or Excel.

2. Add what payroll doesn't record

  • Daily hours on the project. Certified payroll needs hours per day by classification. Payroll exports usually show period totals, so take daily hours from your timesheets or time-tracking app.
  • Classification for each worker, matching the wage determination for the project.
  • Fringe benefits: what is paid to plans and what is paid in cash.

3. Check the wage and fringe math

Each worker must get at least the basic rate in cash plus the fringe rate, which can be met through plan contributions, cash, or both. Plan contributions must be annualized over all hours worked. Use the free fringe benefit calculator before you sign.

4. Produce the report the agency wants

  • Federal projects: the WH-347 (Rev. January 2025) or an equivalent format. See our WH-347 guide.
  • New York projects: the NYSDOL portal accepts bulk uploads in XML only. Use the free NY XML converter.
  • Agencies using LCPtracker: the system accepts manual entry or an Excel upload template.
PrevailReady's full app will read your Gusto payroll export directly and produce every one of these formats from one import. Join early access.
